Section 1. The Chapter is, and always will be, under the direction and control of the Blinded Veterans Association of Greater Houston Regional Group.
a. The Chapter will have no official standing outside of the parent Regional Group.
b. The Chapter will have an identifiable name (example: Beaumont Chapter of the Blinded Veterans Association of Greater Houston Regional Group).
Section 2. Chapter members must be BVA members in good standing.
Section 3. Chapters must have and elect their own officers, subject to the following restrictions:
a. Chapter officers shall be titled as specified in the Blinded Veterans Association of Greater Houston Regional Group Bylaws.
b. Terms of Chapter officers shall be consistent with the Blinded Veterans Association of Greater Houston Regional Group Bylaws.
c. Chapter officers may not serve simultaneously as Regional Group officers, with the exception that the Chapter President from each Chapter shall serve on the Regional Group Executive Board as a Member-At-Large the duration of his/her tenure as Chapter President.
Section 4. Chapters may schedule and hold their own meetings. Written minutes of the meeting where election of officers takes place must be forwarded to the Regional Group secretary within 30 days of such meeting.
Section 5. Chapter officers may request through the Regional Group name labels and printouts for their own area from BVA National Headquarters in order to send out Chapter meeting notices, notify members of Chapter activities, and to recruit BVA members.
Section 6. Chapters may not incorporate nor apply for Internal Revenue Service (IRS) 501(c) (3) tax-exemption status.
Section 7. Chapters may not engage in fund-raising activities unless the Regional Group has sought and obtained approval from the BVA National Board of Directors.
Section 8. Each Chapter may open a separate checking account, not to exceed a maximum of $2,500 (two thousand five hundred dollars) at a bank approved by the Regional Group.
a. This checking account must have 2 signatures.
b. The annual Apportionment Funds from BVA National Headquarters to Regional Groups shall be shared with Chapter Groups. The funds shall be distributed in an equal amount per active member. Chapter groups shall receive funds for each active member within the Chapter boundaries.
c. Each Chapter shall maintain a record of each transaction, both revenues and expenditures, and shall forward a quarterly treasurer's report to the Regional Group Treasurer within thirty (30) days of June 30, September 30, December 31 and March 31 of each year.
d. The Chapter treasurer shall submit an Annual Financial Report to the Regional Group Treasurer by September 1 of each year. This report will have the ending balance as of July 1 of that year.
Section 9. A Chapter must be approved or dissolved by a majority vote of a properly convened Regional Group meeting.
a. A Chapter may be dissolved for failure to comply with the Regional Group Bylaws.
b. In the Chapter dissolvent process, the President of the Chapter concerned must excuse himself/herself from any deliberations and/or vote.
c. A Chapter which has been dissolved shall immediately turn over all of its account records and funds, to the Regional Group.
Section 10. Each Chapter should establish its boundaries within the Blinded Veterans Association of Greater Houston Regional Group area, keeping in mind that Chapters should have a local focus.
